Seneca Treaties & Land Use Research

Cattaraugus Territory · Buffalo Creek Territory · Downtown Buffalo land-status and real-estate questions. This read-only research site provides direct access to the Phase 1 report, evidence registers, and Phase 2 checkpoint; it does not determine title, federal status, jurisdiction, taxation, or development authority for a particular parcel.

Phase 1 report, evidence workbook (six tabs), four-map exhibit PDF and charter are present in the established project folder. These are research deliverables rather than deed/title certifications.

Phase 2 activated October 18

IT-R01 and IT-R02 have qualified interim research checkpoints, including the SEC-filed 2006 agreement and the October 14 federal remand. Original DOI decision, deed schedules, exact tract-to-parcel crosswalk, operative 2026 compact and additional source gaps remain unresolved.

2. Evidence and Document Library

Each link resolves to the existing Google Drive record. The dashboard does not ingest live Google Drive changes; dated counts and summaries must be refreshed through a separately approved and verified workflow.

3. Buffalo Parcel Register

Read-only index of the 17 rows in the October 14 Phase 1 register, including a reported but unconfirmed acquisition lead and an out-of-scope reference. Addresses, assessment owners and SBLs are not proof of recorded title or federal status.

The casino tract was adjudicated as a tract; this register does not certify which present tax SBLs match the federally analyzed tract. The 5 Miami Street designation is reported in litigation and challenged. See the primary workbook before using any row in a transaction.

4. Research Queue for Approval

Proposed priority sequence based on the paused checkpoint. These items are not authorization to resume Phase 2, buy records, contact parties or issue a transaction opinion.

5. ICM Research Workflow

Interpretable Context Methodology: stage-specific instructions, explicit inputs, evidence-carrying artifacts, and human approval at consequential transitions. Chat is for scoping and review; authorized work sessions produce saved research and verified readbacks.

00 · Scope

Define Question

Specify territory, parcel, actor, activity, legal issue and expected deliverable. Obtain scope decision.

01 · Discovery

Find Authority

Locate primary sources; retain provenance and access dates. Do not promote leads into findings.

02 · Capture

Preserve Evidence

Capture title, source URL, issuing body, text/version, date and document identifier.

03 · Extraction

Structure Findings

Extract exact provisions, parcel identifiers, assertions and citation pinpoints into registers.

04 · Verification

Test Conclusions

Check controlling authority, conflicts, subsequent developments and unsupported leaps.

05 · Synthesis

Analyze Implications

Separate rules, adjudicated holdings, allegations, assumptions and transaction-specific gaps.

06 · QA / Handoff

Approve Publication

Verify source links and saved documents; record residual risks and Chairman approval.

HOLD · Current

Phase 2 Paused

Do not resume source-intensive investigation until the research queue and scope are authorized.

6. Recordkeeping and Decision Rules

Source-of-truth boundaries

Google Drive stores signed-off research documents and workbook registers. GitHub is the canonical source for approved technical code and release history. Golden Eagle OS governs project state and assignments through authenticated, verified workflows. This static public site displays dated content and is not synchronized with private operating systems.

Finding classifications

Verified fact; user-reported fact; legal rule; judicial holding; agency determination; party position; inference; disputed; unresolved; recommendation. Each material finding needs a cited source, proposition, date, scope and limitation.

Parcel diligence gate

Require legal description, SBL, deed chain, boundaries, federal land-status record, Nation/federal consents, applicable permits, environment, access/utilities, liens, leases, easements, immunity, transferability, financeability and remedies.

Working artifact placement

Proposed future GitHub path: systems/research/indian-treaties/ containing an index viewer, PROJECT_INSTRUCTIONS.md, and a versioned non-sensitive data adapter. The path is proposed, not verified as an existing repository directory.

Allowed now

Read existing records, review this HTML prototype, revise research questions, approve priorities and prepare bounded work orders. Public read-only site publication is authorized. No application database changes are implied.

Restricted without separate authorization

Paid title work, counsel engagement, fieldwork, third-party outreach, irreversible edits, production-system modifications and formal legal opinions.

Use limitation

Not legal advice or an opinion of title. Public record snapshots do not establish a property's current interest, boundary, jurisdiction, tax treatment, permitted use, or eligibility for collateral. Verify current primary authority, recorded instruments, and required professional advice before acting.
