Buffalo parcels and federal status
The original 2005 casino tract must be distinguished from later assessed parcels and the separately contested 5 Miami designation. Oct. 14 district court remand in the construction case was jurisdictional, not a verdict on the validity of Interior's 2023 action. The federal APA case remains a separate question.
Compact and 2006 agreement
The 2006 City–Seneca contract was retrieved in an SEC filing. Section 9(c)'s particular gaming-construction land-acquisition language must be interpreted alongside Section 9's intentions preface, Section 11(l)'s survival rule, compact priority, and later law. The 2023 extension was federally approved; operative October 2026 compact and later notices remain to be confirmed.
